Is it possible to record the vocals dry, and send a little reverb or delay to the headphones at the same time?

Yup, that's the preferred way actually. Then later if you want to change the reverb, add more or less, you have a nice clean signal to mess with.

Now, that also depends on your systems capability, I use an aux channel to feed the headphone distribution amp from my mixer. So that way if the singer wants more of them in the mix and less guitar, it's easy. Then I can add in EFX, as much or as little as they like, while still recording them clean.
